General Configurations:
Here is a configuration option to Enable/Disable Notification Bar module for M1. Set animation speed in a millisecond. Set content position i.e top or bottomManage & Create Notifications:
Here admin can generate new one by clicking on 'Add New' button. An admin can manage all Magento notification bar from here. This consists the information like ID, Start & end date, Content, Store View, Status, etc.Manage Content and Pages for Bar:
Here an admin can edit particular notification and able to Enable/Disable it. Set start and end date to display it. Choose pages like All, Home page, Category page etc. to display.An admin can write content here and able to set background & text colour.

I recommend this module, I had a problem with .js conflict, they fix the issue in a minute. The module is not expensive like from another personal developer. It worth every dollar!
